    I agree, and I'm not suggesting they should intentionally do that. Ideally, the USPS never uses any tax dollars, but I don't see it as a big deal if

    They could have pre-1900, but I think all of the supreme court rulings after 1900 pushed the executive branch from oversight/designation to administration/operation

    I'm not sure that's a good idea, and I think you may be looking at this in a vacuum. The purpose of the USPS isn't to make money for itself, is it?
