Do you mean you can't start a new thread, or you can't post in existing threads? Because if you can see the forum at all, you ought to be able to post in existing threads.
Due to some other problems on the board the admins have set restrictions on starting new threads. You either need a certain number of posts, a certain amount of reputation points, or you need to have been around here a certain length of time. I don't set those things, so I don't know what those levels are set to right now.
