yeah i kinda wondered that too. It's either ironic that they have the same last name AND live in the same town or they have to be related.
They must be half brothers because Joe is actually Joseph Chaisson Jr. Kelvin's dad's name is Carl. They might be cousins, but here are possible explanations if they are indeed half brothers.
