I personally do not think that the two are related, but the OU regents made the decision at the same meeting yesterday, so perhaps their timing was just bad

Both Lincoln Riley and Bob Stoops will make $900,000 under their current contracts through 2018.

Head coach Bob Stoops’ salary will increase $25,000 on Jan. 1, 2017, and Jan. 1, 2019, the regents announced. He made $5.4 million in guaranteed pay in 2015 and will be paid $5.55 million in 2016. His contract, which previously ran through 2020, was extended to 2021.

Other football coaches who received raises and extensions were:

Bill Bedenbaugh (raise of $50,000 to $425,000, extended through 2018)
Jay Boulware (raise of $25,000 to $355,000, extended through 2017)
Kerry Cooks (raise of $25,000 to $450,000, extended through 2018)
Cale Gundy (raise of $25,000 to $390,000, extended through 2017)
Tim Kish (raise of $25,000 to $355,000, extended through 2017)
Dennis Simmons (raise of $37,000 to $312,000, extended through 2017)
There were lots of non-football raises included as well, but since this is the football board, I'll just list those for now

OU, like OSU, will also get a 7 percent tuition hike:

"This is a last resort," Boren said. "It's something we worry about because we understand the burden on our students."

The portion of OU's budget covered by tuition and fees has grown from 16 percent when Boren became president 22 years ago to 35 percent. During the same time, state funding has shrunk from 32 percent to 12 percent.

"It's the wrong kind of signal to send the young people of Oklahoma about their future in this state," Boren said.
Once again, I do not think that the two are connected, as OU athletics subsidizes academics and the athletic side is self-supporting. Alas, the announcement came on the same day at the same regents meeting.

As for OSU athletics? Well, Boone Pickens doesn't donate their entire budget, so unless things have changed recently (99 percent sure they haven't), they are the opposite of OU --- academics subsidizes athletics. Their athletic budget is in the red (tee hee) every year; they don't sell out their football stadium, they haven't come close to selling out any basketball games recently... and they just gave Mike Gundy a contract extension.
