I liken it to major league baseball's system of having a New York based "umpire" review questionable plays instead of someone at the stadium. It's supposed to bring higher technology to the review.
I didn't know the NFL used reviewers outside the stadium. I thought it was someone in the stadium doing the replay analysis. Silly me.

The problem I see for college is that every play is watched and can be reviewed from the booth. In the NFL, only coach's challenges, scoring plays and turnovers are reviewed (exceptions under 2 minutes and OT, I think). With many games going on, I would think they would have to drop the "every play" review in order to go to a centralized review system.
