According to this, only Boise State has been better since 2000:
Obviously, it doesn't include 2011-13, but it's the closest I could find.

I'm surprised BAMA isn't there.
I would say it would have to be Virginia Tech.
Virginia Tech has almost always started the season with a lot of hype only to lose 2-3 games with regularity.
Now, that being said, Oklahoma is also the most successful program over the last 13 years. Sure Boise looks great, but look at their competition.
I know I am pretty rough on the program sometimes. That stems from some of the expectations the media and fan base has put on the program. But I damn sure appreciate the program today! Well, always, but even in down years under Stoops, we know we will be back!
For my part it's a tie for two teams, Ohio St. and Georgia.
Boise wouldn't be on that list in a real conference.
I'd have to say Ohio St. (especially their first half of the decade).
