    Oklahoma gets waived on No Child Left Behind

    A well-intended policy that just didn't seem to work, Oklahoma will be among 10 states to get a waiver on getting all of our kids proficient in reading and math by 2014.

    If the program is meant to insist that kids gain abilities, so they are not 'left behind', and then you exempt some of them because they don't have the abilities, are those kids not, by definition, being left behind?
