First of all, pandering, YES. Playing to the dumbest portion of America, YES. Mexico just celebrated it's 200 yr anniversary...they've only been the country of MX for 200 years.
America became the United States of America in 1789. The Spaniards came to the continent and bred with the indigenous indians oh I don't know, about 500 years or so ago. For him to say "Mexicans" were here before us is just parsing the worst of words and inciting major racial overtones.

I suppose he could have said "New Spaniards" or "Nueva Españoles" instead of "Mexicans" but that would have been confusing to many. Certainly no bigger gaffe than Chris calling the folks he ran into Indians.
