try to go to a Yankees game.
In DC, go to the Old Post Office. View is equal to that you'd get from the Washington Monument, minus the wait. I'll also second Ben's Chili Bowl as a place to eat. U Street isn't nearly as bad as it used to be, fear-factor wise. Use the Metro to get around. Driving is a nightmare, and the Metro can get you within 3 blocks of anywhere you'd want to be. Also, depending on the day, it might be to go hear Supreme Court argument. If you don't want to stay for a whole argument, they do 3-minute walkthroughs. If you have some time to plan, get advance tix to tour Congress and other gov't agencies. Saves a lot of standing in line and reduces risk of missing out on things.
