older areas they tend to be in the air, newer areas underground.
I'm pretty sure when I lived off 24th and robinson that they were underground. (of course, that was 10 or so years ago, and I've had a few drinks since then)

Just like 93 said, newer houses have the lines underground and older houses have them on poles.
