It has nothing to do with Halloween. If they were allowed to dress like that year-round, they would...
...except that they ARE allowed to dress like that year-round, but don't because they know 1) if men saw them like that every day, it'd lose it's luster in a hurry, and 2) more importantly, other women would rip them mercilessly for looking less-than-pristine, so they'd have to hit the gym with a primal passion in order to make themselves presentable, and they're too lazy to do so.
