Anyone know why the flags were at Half-staff or half-mast today?

I actually saw some OU flags flying at half-mast in the 'hood Sunday.

Gov Henry issued executive orders that anytime there is a funeral for an Oklahoma service man or woman flags are to be at half mast.

Supposedly, there is a bill in Congress to declare a national holiday in honor of The Tragedy.
