That doesn't seem to correlate to the odds for which team is favored to win the Big 12 South. I saw Texas at 11/10 and Oklahoma at 3/2. If the Cotton Bowl is a pick-em, then the odds for the Big 12 South should be the same.

That simply indicates that since the lines were originally posted more people have bet on OU to beat Texas. If no one bet on the South winner, that line would not move. They are two distinct bets. (See Big XII results last year)
