I'm pretty sure that Channels thing is dead in the water, so to speak.

But if it weren't, I'm sure it never dawned on them that it could rain a lot and raise the river level so yes, all of that stuff would be under water right now. I'm sure this was quite the wakeup call. Other plans being nixed: skyscrapers painted the same color as the sky and bridges painted as lakes and rivers.
