I think the latter. If he had figured out a way to electrically detonate his shoes with a battery operated device instead of lighting a fuze with a match like Wiley Coyote, he would have killed a lot of people.

I think he may have tried but everyone knows instantly what a struck match smells like...and since there is no smoking on planes anymore, he got busted pretty quick.
