You notice that there are two sides of a sheet of aluminum foil: a shiney side and a dull side. It's important that when you make your hat, you do it with the shiney side out.

That's what reflects the waves.

No no no. You keep the shiny side in. First of all, it keeps your brain waves from radiating out into the environment, which is what keeps them from getting read. Secondly, it gives you the added bonus of not being reflective at night.
