whilst doing U turns on the Turner Turnpike before everyone figures out it's really not a great idea?

I had two close calls last year coming near to running people over as they attempted a U turn between the concrete barrier. For those not familiar with the Turnpike, it has a speed limit of 75mph (so most cars are going 80mph+) the east and west bound lanes are close together, and divided by a concrete barrier. Every 2 or 3 miles, there is a gap for emergency vehicles. This 'gap' is not that large.
There is one gap at mile marker 144, and in 2005, 2 people died there while doing a U turn. AT THE SAME SPOT, 12 hours later, after the previous mess was cleaned up, another person died while doing another U turn.
