I've got a couple of dogs that used to enjoy running off and wandering around the countryside. Since I didn't want to fence my two and a half acres I bought this containment system-

It works great and they have quickly learned their boundries and stay put in the yard. So if you want to keeps your dogs from wandering off without putting up a fence get one of these.

I try not to. Makes it a lot easier when they go to the big kennel in the sky. I'm way too close to my two rat terriers now. It's gonna suck if I ever have to put them outta their misery.
