It's not true.

At least according to a guy I just spoke with at Bank of America Card Services, they are offering accounts to foreign nationals who have established ITINs, NOT undocumented workers.

Big difference there.

The problem is that ITIN's are easily forged, making it pretty damn easy for illegals to get the CC's.

The problem is that ITIN's are easily forged, making it pretty damn easy for illegals to get the CC's.

They're being made to provide a valid green card.

It's not BofA's problem if INS's documents are easy to forge.

NPR seems to have done their research and it sounds like BOA may have had a change of heart after the story broke the national news.
