I just watched a story on the news about DART raising prices and how it affects those with fixed incomes. Aren't most people on fixed incomes? Unless you work on 100% comission or some other pay schedule that I'm not thinking of, aren't you on a fixed income?
Do they mean 'low' income when they say 'fixed' income?

Maybe fixed meens that they are on a retirement/Social Security income and can't go aout and work another job because their to old. Or maybe they are disabled.

People "on the clock" that work random hours aren't on a fixed (technically speaking) income.
