If he's cleared to play and isn't playing then why not? Is there a "toughness" issue here?

Cleared to play and able to play to normal ability can be two different things.

I imagine a 100% Carter is better than a 80% Williams.

We really need him back by Saturday. I feel a lot of coverage issues were due to his absence today.
