It was a horrible call.

And for the life of me, I can't figure out why the NFL doesn't allow plays like that to be reviewed.

Either allow them to be reviewed, or change the rule regarding shoveouts to match how college ball treats such plays. That is, you either get your feet inbounds or you don't, even if you get shoved out in midair.
