The law was written following a highly publicized incident in Enumclaw in which a man died in a similar incident involving a horse.

makes you wonder if the guy was pitching or catching.

I remember hearing about that. This guy would get his buddies and take them to this farm so they could engage in some horseplay. The guy that died caught more than his colon could bargain for.
