What, exactly would "under-represented" allow under its umbrella?

In my organization, hawt chicks would be an under-represented group. We need to hire more of them.

I was thinking maybe I'm a member of an under-represented group who responds to spam ads offering to sell me pills that will increase my sperm volume.

I'm thinking not many would put that on their resume.
