BATON ROUGE, LA. — An unlicensed security guard has been charged with second-degree murder in the fatal shooting of a 59-year-old man in a parking lot near Southern University during the school's first home football game of the season.

An East Baton Rouge Parish grand jury indicted Curtis Lilly, 41, on Thursday in the Sept. 9 slaying of Freddie Jackson of Port Allen.

Lilly, who had been hired to watch a privately owned parking lot near the campus when Southern played Mississippi Valley State, was carrying Mace and could have used the tear gas spray to stop any trouble, prosecutor Aaron Brooks said.

"He was there to be a peacemaker, but he chose to be a peace breaker," Brooks said. "It appears he did not understand his role."

Richard Turnley, an official at Southern Teachers & Parents Federal Credit Union, said he hired the Baton Rouge Security Agency to provide security and the agency sent Lilly.
