It's time I got one to edit/burn videos and transfer old VCR tapes to DVD. Any recommendations?

Get an ATI All-In-Wonder card. I've owned several of them over the years, they work great.

I use the WinTV PVR 150. I found it on sale for 50 bucks, great quality for that price.

Yes, although not as full-featured as I'd like.
