can anyone explain the following sequence of events?

USC has 3rd and 2. They run a toss sweep around the right side getting the first down. Head Referee throws a flag for an obvious holding penalty. Referees have a pow-wow. Referee turns on his microphone and explains to the crowd: "We have determined that holding did not occur on the play" as he picsk up the flag, giving USC the 1st down
