I think it's terrorists behind it. If I was a terrorist, I'd do sneaky **** like this, in addition to blowing things up.

I googled looking for stories about it, and the fourth link was an attorney group already soliciting for clients affected by this, it doesn't take them long to swing into action parasitizing the system.
