passing efficiency rating question.

if a QB throws an INT, and it results in a TD or FG by the other team, does that influence passing efficiency/rating???

something like ERA in baseball? just wondering if anyone knew. i don't think so, but my brain has been inventing stuff while i'm keeping the proshop open for no reason.
