What's the deal with these crazy billboards?

Other ones say:

'I'm a hot toe picker'

and

'Clowns hate tangelos'

Is this stuff from Cartoon Network shows or something?

Yeah, it's for the Cartoon Network. They just aren't done with the billboard yet. I was all, "¿que?" too until they finished the one on I-35.

the i'm a hot toe picker one has Blue from Foster's Home for Imaginary Friends on it... ad for Cartoon Network

All of them on I-35 are finished now. I read about this ad campaign on cnn or something a few weeks ago.
