Yep, things kind of changed after 9-11. At least, it did for some people.Too bad Bill was sidetracked with Monica while Al Qaeda was planning 9-11. Ironically, Monica only had the opportunity because of Bill's "government shut down" political stunt, which left the White house with only security and interns.
