Gov. Brad Henry signed legislation Wednesday to license and regulate tattoo artists and parlors, making Oklahoma the last state in the nation to make the body art lawful.
The measure, which was given final approval by the state Senate last week, ends a legal ban on tattooing that has been in effect in the state since 1963. Previous attempts to lift it over the past decade have been opposed on health and safety as well as moral grounds.

"Regardless of one's personal views about tattoos, the plain fact is that tattooing is prevalent," Henry said.

"Public health experts say that tattooing must be regulated if we are to help guard against health hazards that might arise from shoddy practices," he said.
The legislation creates a regulatory scheme for tattoo artists and parlors that will include sanitation and health guidelines and periodic inspections by the state Department of Health.

Oklahoma has licensed and regulated body piercing since 1999 and regulations for tattoo artists and parlors will be very similar to those for body piercing, state health officials said.
The Health Department endorsed the measure after expressing concern about an increase in hepatitis infections related to unsanitary tattooing practices.
Between 2000 and 2003, there was a 78 percent increase in new hepatitis C infections and 34 percent of the people infected reported they had a tattoo, according to the Health Department.

In 2004, an investigation into an outbreak of hepatitis B in LeFloreCounty revealed a potential link to home tattooing practices. The same year, emergency workers in AtokaCounty reported antibiotic-resistant skin infections in four patients with recent nonprofessional tattoos.

"It is important that we do what we can to make sure those who get a tattoo don't also end up contracting a disease such as HIV or hepatitis B or C," Henry said.
Under the measure, it is illegal to perform tattooing on anyone younger than 18. The new law takes effect Nov. 1.

Hell, we still have to pay sales tax on groceries - I think we are the only state that does that. But we have the second lowest sales tax on
smokes, like .30 a pack.

The GUV here twice veteoed raising cig taxes to the national average, then
simply $1.00 to eliminate the sales tax, or cut in half the sales tax on
groceries.

Hey, whatever idiots want to do to their own bodies is their business. But if they're doing it anyway (which they are) I'd rather have them licensed, regulated, taxed, and inspected so they're not spreading any incurable diseases. Plus it stops drunken idiots from driving a couple of hours to a neighboring state to have it done. I mean it's just silliness at this point - if they want it done there are any number of ways to have it done; why not keep the money in-state?

I will say this; I'm glad he's done virtually nothing becuase in his case nothing has got to be better than something.
