Believe it or not, every engineering job is a study in economics. We can design and build any structure capable of withstanding another Katrina. The problem is that the risk of another storm possessing the unique combination of characteristics Katrina brought is so small, the costs of designing and building such a structure is astronomical. In other words, we can do it. We just can't afford to, given the rarity of storms like Katrina.
Every storm event is different. And although Katrina was officially designated a Category 3 storm when it made landfall near the mouth of the Pearl River, the storm surge we measured was well above that of a Category 5 event. Add to that the shallowness of the waters of Mississippi Sound and the orientation of the storm's northeastern quadrant relative to the coasts of Mississippi and Louisiana. Add to those the badly outdated construction techniques in the hardest-hit areas and the misguided trust in inadequate levee systems, and the makings of the catastrophe we saw were all in place.
Katrina presented a rare opportunity for people in my profession. It was so rare, that a Tsunami researcher based in Yokosuka, Japan joined our team. I've been doing these damage assessments since Hurricane Hugo devastated Puerto Rico in 1989. Through the years, it has become a passion of mine.
From the late 1980's through the mid 1990's, these damage assessments were done using polaroid cameras and paper forms. As portable computers and Geographic Information Systems (GIS) became more prevalent, our ability to see the big picture improved dramatically. In the early 2000's, WAAS-enabled Global Position System (GPS) became available, along with inexpensive digital imaging. Now, instead of a backpack full of paper forms and polaroid film cartridges, we carry ruggedized, hand-held GIS platforms with position-fixing accuracy of less than one meter. We carry nearly disposable digital cameras, and we can transmit all of the data we collect in real-time.
I'm now in the process of leveraging that technology into the debris estimation and removal work that's going so laboriously slow. That however, is a subject for a different blog.
