I think roughly it's probably only enforced if you report it. Plenty of people have probably gotten reputation marks that are either vulgar like that or threats. Or both.

Well I think the problem in Lid's case is the fact that because he's a non-sponsor it doesn't show who posted those in his reputation meter. I'm sure as someone with a law enforcement background, you'd agree that it's a little easier to go after someone if you have a name/face to attach to the 'crime' as it were.

I agree that it's likely the same people posting those types of things as well. But, unless the admins have the ability to look into everyone's user cp for who posted reputation to people, the only way that they'd get 'outed' would be to make it viewable for everyone as to who left what reputation. Instead of it being a sponsor 'perk'.
