This is almost a certainty for the Oklahoma lottery.

Give it a couple of years and you will understand the scam better. Florida got a lottery and earmarked $0.35 of every dollar for education. Millions I tell ya.

Unfortunately, for every million the Lottery kicked in to funding education, the state legislature cut its appropriation to education approximately $1 million.

Having lived both places, I expect the Oklahoma Legislature to outdo Florida.
