They could have been loaded. Here's how it works over there. Karzai is the Jabba of Kabul. Those guys are Karzai's boys. They know if US goes, Karzai goes and therefore they go. IOW dominoes. Ergo, they don't want anything to happen to W either and loaded guns in their hands wouldn't be a problem.

That said, the SS probably insisted anyway and that's also why there are no bayonets on their rifles which would normally be fixed on such occasions.
