Weiner was a Federal Trade Commissioner who's term was unexpired. When Ike became president, he wanted to replace guys like Wiener who had been appointed by a president from the other party and tried to fire him in order to replace him with one of his guys. This "winner takes all" system had been the custom for a long time so Ike wasn't just being a jerk or anything.
In this case, Wiener sued in federal court to keep his job and the Supreme Court ruled the President couldn't fire an appointee within a federal department to a gig like Wiener had just because he was appointed by a president from the other party. Instead, the prez would have to have "good cause" to fire the guy -- you know, the guy had to be a scumbag or something.
Ike was steamed at Wiener, but Justice Frankfurter said Wiener could tell Ike to kiss his buns.
IOW, the case stands for the proposition that a newly elected prez can't just go around firing appointees just to replace them with his "own men."

Wiener really smoked Ike who underestimated Wiener's ability to cut the mustard.
