Looks like an old unfired Russian artillery projectile to me. There were literally hundreds of thousands of those things lying around Kandahar airport when I was there in 2002.

Yep. I don't know of any smooth-bored American artillery pieces.

Its rifled, see the band of little shiny ridges near the bottom? Those engage the rifling in the tube on firing.

Yes. The round itself is rifled and is designed for a smooth-bore cannon. Both the 105 and 155 howitzers have rifling inside the barrels and shoot projectiles with a smooth slider ring.
