Well, I heard and old movies used the term for a cigarette long before I saw it used for "guys who like guys". And around that time, GWLG were referred to with other names... Though I am not for sure what or which one came first...

Let's see...
Fag (1785) drudgery or hard toil
Faggot (1785) a servant
Fag (1800) a school boy servanting for an upperclassman
fag (1888) a cigarette
faggy (1920) "usually disparaging"
