The University of Oklahoma Board of Regents on Wednesday approved major upgrades to the Sooners' stadium totaling $370 million. Coach Bob Stoops said the upgrades are necessary and will provide a boost to recruiting. University President David Boren told the regents that no public funds will be used for any part of the project.
