When does Scout/Rivals update their 2013 rankings?

So, I've heard that Scout and Rivals will rank their players one final time for the 2014 class.

Anyone know if this is true? And if so, when it will happen?

It normally happens after the army all star game

Scout is done with the majority of theirs. There will only be changes if something major happens (a UR kid gets an offer from Bama, etc). I have no idea about Rivals.
