Is the siren really necessary at the 17:00 point? Either you're somewhere safe by then, or you're pretty much dead.

It's Japan, man. They are still publishing bus schedules for the villages near Fukushima. The bureaucracy there is like a glacier. Once it gets started moving, quite literally nothing on earth will cause it to stop.

My guess? there was a protocol that instructed repetition X times on the siren and whoever in the remote command bunker was going to keep pushing the button on that until he, BY GOD, had pushed it the requisite number of times.
