But think of it this way.

Catholicism is growing by leaps and bounds in underdeveloped parts of the world even WITH the scandal and malfeasance. To select a Pope from these regions as a thumbs up to the gang in Dirtsylvania von Crapistan makes no sense. The Church is already strong there.

But where is the Church bleeding membership?

Europe. The United States. And while Germany seems to have appreciated Benedict immensely for his heritage, Europe as a whole from what I've read on it was more than happy to point fingers at the scandal ridden Church along with Ratzinger's association with it, just like here in the U.S. So maybe in a bold move to restore faith and increase membership/attendance, the Vatican DOES appoint a western european/american Pope on the grounds of hardnosed reform to invigorate disgruntled members in these areas that are fading faster every day.

It wouldn't surprise me if they did. I can definitely understand the logic of the move, if only the Vatican had the balls to do it.
