Not technically....if the person suffers from ingrown hairs (most typically blacks) they will allow them to grow them out. They have to be neatly trimmed and shaved down using an electric trimmer

He's in the military...voluntarily. The military has rules. It is a military trial. No reason to allow this guy special privileges...particularly since he killed 13 people.

I cant tell if you are being sarcastic, however, there are rules of decorumfor the military. A rule is to follow orders and when in court, you have a certain dress code that is required. Beards are typically not allowed as part of the uniform.
