Okay, here's what we do:

Set up a national clearinghouse database for everyone using Visine.
We get that data by moving it to behind the pharmacy counter. After the
clearinghouse is set up, create a limit of purchase for every 6 months.
We fingerprint and photo ID every purchaser and set up random medicine
cabinet checks for abnormal usage. Additionally, if the purchaser does
NOT have bloodshot eyes, deny the purchase and report it to the Visine
authorities. First offense, $500 fine 2nd offense $10000 fine and a year
in jail. a third offense is the third strike...life in prison.
