The reason democrats make these ridiculous statements all the time is because they know their base is extremely ignorant and uneducated.
She takes advantage of that fact to get them all worked up knowing that they will literally think Pelosi could have frisked Rove herself an thrown him in jail.

Have you ever thought about how easy it would be to be a democrat politician? Just tell people you'll give them stuff, anything, everything - all for free - because you care for them. And the republicans are rich selfish white people who want to take everything from you. No matter what any leftist does, their base thinks that it is a rich man conspiracy to attack an innocent caring politician. Nancy has them thinking that Holder is being attacked because the Republicans want to stop him from getting in the way of the republican voter suppression.
