Stillwater police spokesman Capt. Randy Dickerson confirmed to NFL.com that the former Oklahoma State wide receiver smelled of alcohol when an officer pulled him over shortly after 3 a.m. local time. Blackmon agreed to take a breathalyzer test and blew a .24 -- three times the state's legal limit.

Under Oklahoma law, a BAC above .15 constitutes the charge of aggravated DUI. It can be prosecuted as a felony or misdemeanor.

His comments after his previous arrest:
"I made a mistake and I take full responsibility for it," Blackmon said at the time. "I'm embarrassed to be in this position. I am truly sorry to my family, to my friends and Oklahoma State all together. I look forward to redeeming myself and proving to everybody that this isn't who I am. STILLWATER, Oklahoma - Former Oklahoma State University running back Herschel Sims has been charged with two felonies by the Payne County District Attorney's office.

According to court documents, Sims forged the signature of teammate Mbuyamba Tshimanga to withdraw $700 from Tshimanga's account at Stillwater National Bank in April.

Sims faces two counts of second-degree forgery. Each count carries a maximum penalty of seven years in prison. He's been ordered to appear before a judge on July 11, 2012.

Sims, a native of Abilene, Texas, was dismissed from the team on Friday, June 1, 2012 for a violation of team rules. The OSU athletic department would not release anymore details.

Sims was a freshman in 2011 and did not play the first four games, but he played on offense and special teams the rest of the season. He was listed as a third-string running back before his dismissal.

Oklahoma State successor, Tracy Moore, has his own run-in with police

STILLWATER, Okla. — Justin Blackmon wasn't the only Oklahoma State Cowboys star who had an encounter with Stillwater police early Sunday.

Wide receiver Tracy Lamonte Moore, 21, was cited for outraging public decency, police said. Police contacted Moore at about 2 a.m. on the Washington Street Strip south of the OSU campus about an hour before other officers arrested Blackmon in a different part of town.

Moore will take over Blackmon's position as the Cowboys' starting receiver this fall.

Stillwater police Capt. Randy Dickerson said Moore was walking with a group along the strip and indicated he was leaving but would be right back. The man jogged past two officers and entered an alley. The officers reported seeing him urinate in the alley, Dickerson said. Bar employees standing in the alley also witnessed the event, he said.

Police cited and released Moore, Dickerson said. He was issued a $249 fine.

Moore was not taken to jail Sunday, but he indicated to officers he had been arrested before for public intoxication, Dickerson said. Stillwater police records show Moore was arrested March 24 on a public intoxication complaint.

Both cases are prosecuted through Stillwater Municipal Court, Dickerson said. A court employee said the public intoxication complaint was disposed of April 19. No court appearance was required. Moore did not contest the complaint, she said. He paid $184 bail in the case. Moore has not been officially charged with outraging public decency, she said.

"We are looking into the matter and have nothing more to say at this time," Oklahoma State University spokesman Gary Shutt said. Moore is a senior from Tulsa.
