I highly doubt he is decommitting. He has been a very solid verbal since his committment back on 6/8/2011

Neal has been the biggest (most vocal) recruiter for the Sooners, so it would be very surprising if he were to back out now. That's the problem with using Twitter as much of a source (unless it's something definitive), as he could be talking about anything. Maybe he was talking about a girl. After rereading it with that in mind, it makes much more sense.
