Just read about this while catching up on a backlog of WSJ's. The story followed the plight of a woman living in government housing who is unable to work due to chronic medical issues. The program is paid for by fees to existing customer's bills. The guvment later pays the carriers back about $10 per leech.

The lazy turds and their chronic medical problems. They are too lazy or stupid to hold a job, so we'll just give it to them. A phone is no a basic right, like air. I've seen plenty of men that were stooped and in constant pain working their hearts out so these slugs can receive their handouts. Leeches.
