In case there is any doubt as to UM's repeat violator status, you just need to look at the public report from the 2003 baseball COI report (pp 16-17):


B. ADDITIONAL PENALTIES IMPOSED BY THE COMMITTEE ON
INFRACTIONS.
The Committee on Infractions agreed with and approved of the actions taken by the university, but it imposed additional penalties because of the nature of the violations in light of the university’s recent infractions history (1995). Some of the same issues that were present in the 1995 case, including the over-awarding of financial aid and employment of student-athletes, were also factors in the current case. 2003 - EIGHT years after the Pell grant scandal. Not five. EIGHT. And here we are EIGHT years later, and DaU is still dirty. The baseball infractions occurred in 1999, just four years after the Pell Grant scandal. The time frame of the Shapiro allegations is 2003-ish - just four years after being labeled a repeat violator by the NCAA. UM:cheating as Lindsey Lohan:booze.

Gawd...they use limited immunity for current players so they can play and therefore punish a program's future players. I'm all for punishing a program, but the players that follow the violators always get hosed.
